Abstract

The article considers classical and modern theories of population migration developed by Western researchers, the study of which allows us to explain the emergence and development of migration processes. The contribution of Russian researchers to the study of certain aspects of migration is reflected. In the course of the study, general and particular characteristics of the considered theories are highlighted. It is shown that classical theories consider migration mainly from the point of view of an economic approach. In modern theories, migration is considered from the point of view of a systematic approach, which, on the one hand, allows considering it as the result of individual decisions, the adoption of which is influenced by certain structural factors, and, on the other hand, allows one to analyze migration in the context of global flows of capital and goods, the actions of global and regional economic, political, cultural and other factors.

Abstract

The article considers the key theoretical and methodological concepts and applied approaches to the conceptual essence of intellectual capital, the conditions of its formation and reproduction. It is noted that at present the concepts of formation and reproduction of intellectual capital are actively being formed, which is due to the trends of innovative development and the factors of the knowledge economy formation. In scientific practice, a single universal approach to the nature of such a phenomenon, its structure and forms of its functioning has not yet been developed. The author highlights that despite the variety of structural designs and approaches to the definition of the concept of “intellectual capital” and the variability of models of its formation and reproduction, there are common trends, factors and processes in forming and using the intellectual capital. It allowed to detail and clarify the features and content of those processes, to reveal their algorithms and essential characteristics. The main models of intellectual capital are considered, as well as the conceptual model of intellectual capital research, which includes goal-oriented and market approaches, is substantiated.

Abstract

The article is about the life of A.V. Chayanov the outstanding scientist, whose work is a multidimensional and large-format heritage of Russian scientific thought. The author reveals the complex and tragic fate of the great Russian scientist, presents the main directions of his scientific work and reveals the scientific views of A.V. Chayanov, including the essence of the agrarian question. The most constructive ideas in the field of the theory of non-capitalist forms of economy, the author of which is A.V. Chayanov, are shown. Within the framework of the economic theory of A.V. Chayanov the article reveals features of the agriculture organization in different countries of the world, which could be used at any stage of historical development, not only in our country, but also abroad. The author emphasizes that, dealing with issues of economics, organizational design, economic psychology and other areas of scientific knowledge, A.V. Chayanov also gained fame as a writer, art critic, ethnographer, moscowologist.

Abstract

The article analyzes the mechanism of implementation of the foreign policy powers of the Governors-General of Eastern Siberia and the Far East. Formed with the direct participation of M.M. Speransky, the East Siberian Governorate-General, and after its separation, the Amur and Irkutsk, had a long border with China, the expansion of contacts with which, and subsequently with Japan and Korea led to the creation of bodies for exercising foreign policy powers of governors-general. The article focuses on the institute of a diplomatic official under the East Siberian, Amur and Irkutsk Governors-General. Being under the dual subordination of the regional Governor–Generaland the Ministry of Foreign Affairs, diplomatic officials helped to ensure greater coherence in the actions of the Center and the regions in the implementation of the state’s foreign policy activities and to minimize the inter departmental contradictions that arose.

Abstract

The article considers the reasons for the economic and political dependence of the countries of Western Europe on the United States of America. The foundations of that dependence were laid with the beginning of the implementation of the “Marshall Plan” in Europe. After World War II, the economies of European countries were in devastation, people were left without means of subsistence, without food, work and housing, and American industry had just regained its power, and it was not at all in its benefit to have the main consumers of its products plunged into a new crisis, into another Great Depression. Therefore, in the United States, the “Program for the Recovery of Europe” was developed, under which European countries received financial assistance to restore their economies, but in addition, the Americans put forward a number of conditions, the fulfillment of which led to just that very dependence on the donor country. Those conditions were: preventing representatives of communist parties from entering national governments, full control of Americans in the political sphere, over the use of funds, provision of complete information about the state of the economy, science, development of technology, priority of getting everything necessary for the development of the American economy from Europe, switching to the dollar, as a reserve currency and the transfer of all gold and foreign exchange reserves to USA. European countries had to guarantee American entrepreneurs the protection of their interests and investments. Thanks to such harsh conditions and total control, the United States managed not only to establish its influence on the countries of Western Europe and subjugate them to its power, but also to return all the funds spent on the implementation of the Marshall Plan, significantly increasing them.

Abstract

The article considers the application of geoinformation systems (GIS) in the management of the regional economy. A  wide range of issues related to the use of GIS for environmental monitoring and analysis is being investigated, including ecology, sustainable development and the green economy, primarily renewable energy sources – priority areas.

It discusses issues related to biological resources, water, natural disasters and also considers the use of GIS in various types of human activities, including the service sector, health, and social capital. The application of GIS technologies in various industries, such as business, transport, tourism, agriculture and forestry, construction, and non-profit organizations is analyzed in detail. There is a number of examples of non-standard use of GIS techniques that do not fit into the usual classification. The specifics of the use of GIS technologies in Russia are discussed separately. In particular, it is noted that there is a lack of such research and the need to increase efforts in the field. The discussion also highlights the distortions in research topics related to the policy of financing scientific projects in that sphere.

In conclusion, the authors summarize and discuss the positive prospects for the use of GIS technologies in the management of the regional economy, as they allow to optimize the solution of a number of issues.

Abstract

The work is about the Moscow hospitality industry survival, development and adaptation to the new reality through hotels’ economic efficiency increase. Most successful hotels are constantly in search of new ways to optimize expenses and increase incoming cash flow. It considers key performance indicators for economic efficiency of accommodation enterprises. Current situation in the hotel market is studied, the main factors affecting the economic efficiency of Moscow hotel facilities are analyzed and proposals and recommendations to increase the capitalization of hospitality enterprises are elaborated.

Under current circumstances it is reasonable for hotels to obtain China friendly, Halal friendly, India friendly and other certificates. Satisfying results are shown by stimulating the clients to book hotels directly as modern technologies allow tourists to avoid using agency services travelling in Russia and in Moscow in particular.

The development of special packages for various MICE services will stimulate particular hotels choice for hosting events. Combined with the sector-specific conference package development,  the optimization system allows to form complex approach to business issues in Moscow hotels. Competently calibrated system would be able to optimize the big hotels’ staff up to 40% (due to Sales, Finance and Revenue departments headcount decrease) by optimizing most of the events and group bookings.

Abstract

Currently, a client-centered approach is the key in the activities of public administrations. The essence of the client-centric approach is to focus on the needs and interests of each citizen, as well as their satisfaction with the services and functions of state bodies. The article reveals the role and significance of the client-centric approach in the activities of the Federal Agency for Water Resources. Using the example of that department, the client-centric approach is presented as a cyclical structure in which it is possible to identify certain steps that the department needs to take in relation to each of its processes.

Abstract

The article deals with the implementation of organizational changes in enterprises in the context of digital transformation processes, which are associated with the active introduction of digital twins at different organizational levels (product, production, organization as a whole). In the context of a multi-level system of digital twins, the authors describe the structure of the relationship between digital twins of different levels and it is noted that the combination of digital product models and digital modeling of production processes within a single digital model leads to the formation of a smart digital production model, which is a reflection of the key stages of the product life cycle. A three-dimensional model of the architecture of a digital enterprise is formed and described, the parameters of which are the levels of business process management, the product life cycle depending on production volumes and the types of resources used.

Abstract

The modern world is characterized by the presence of a large number of destabilizing factors. Responding to emerging challenges, the economy is undergoing transformation and new development models and mechanisms are being formed in it. Those trends are characteristic both at the individual economic units, industries’ level, and at the entire countries and territories’ level. To that end XXIII International Chayanov scientific conference “New trajectories of economic development in conditions of global uncertainty” in 2023 was aimed at discussing key socio-economic, organizational, managerial, political and legal directions of economic development in Russia and the world. The conference was centered on A.V.   Chayanov’s ideas in the new Russian economy formation; trends in the Russian socio-economic development in conditions of uncertainty; ensuring technological sovereignty and the economic models formation of the country’s future; world economy transformation – the transition to a multipolar world; IT technologies and digitalization as the Russian economy development driver; Russian strategic partners and the search for new cooperation areas; financial security of the Russian Federation in the context of modern transformations; legal aspects of economic transformation in the global world and many other relevant topics.
