Abstract

The paper analyzes the concept of “sustainable development” as an element of philosophical theory and social practice. The philosophy and ideology of sustainable development, which emerged in the 70s and 80s of the last century, became the basis for the revision of the development strategies of national states in the modern global space. On the basis of the philosophical methodology, the genesis, essence, onto-epistemological, socio-philosophical and axiological foundations of the paradigm of sustainable development, its value for Russian society and the state are investigated. The article identifies modern factors influencing the sustainable development of Russia and gives characteristics of the most risky and destabilizing of them and those that keep Russian society and the state in a stable state and create conditions for achieving the national development objectives of the Russian Federation for the period up to 2030 through the implementation of the national projects.

Abstract

The article considers approaches to assessing the climate ambition of countries, relevant methodological and value aspects. The concept of a country’s climate ambition refers to the ambitiousness of its climate goals and objectives, mainly enshrined in nationally determined contributions. The results of assessments of the following ratings are given: Climate Action Tracker, Climate Change Performance Index, Bloomberg NEF “G20 Zero-Carbon Policy Scoreboard”. Particular attention is paid to the assessment of Russia’s climate ambition and the interpretation of climate ambition assessments in the context of the concept of “climate justice”.

Abstract

The article analyzes various factors influencing the system of organization of the consumer lending market in Russia The main issues of the described subject area are determined. Banks are constantly working on expanding that type of package by providing online consulting assistance, creating credit calculators, issuing credit cards, allowing the various needs of customers to be comprehensively taken into account. At the same time, the development of a system for providing consumer loans creates a need for a credit institution to strengthen control over credit risks through the development of various types of collateral. The study of such a system provides for a deeper theoretical and practical analysis to reveal its main components and significance for the bank.

Abstract

The ecological situation is becoming more complicated every year in many countries of the world. The ecological doctrine emergence falls on the 1970s – a period of formation of the consumer society. At the same time, environmental policy began to emerge. Its development resulted in necessity to take environmental issues into account when making socio-economic and political decisions. The article provides an analysis of the prospects for an ecological transition in the field of transport in France. The relevance of the study lies in the need to study the transport policy of France in terms of decisions taken to reduce the negative impact of transport on the environment, due to the strengthening of international cooperation between the Russian Federation and France in the field of environmental challenges. The research methodological basis is the theory of technological structures, the theory of systems management, empirical and structural analysis of economic changes. As a key finding, it is concluded that that identifying and implementing possible solutions, as well as the use of effective experience in the area, will contribute to achieving positive changes in environmental protection and in the economic development of the two countries.

Abstract

The article considers the features of innovation as a factor of sustainable consumption. It is established that regardless of whether innovations are personal consumption goods or industrial goods, their consumption depends on the level of public perception, cost and existing trends in the development of civilization as a whole. It is proved that in these conditions, a complex combination of those factors gives a particular innovation the status of a necessary good for man and society. It is determined that innovative companies that create the latest products for the mass consumer, although they are distinguished by a stable position against the impact of crisis phenomena, however, in order to preserve their own capitalization, they must constantly improve the corresponding products. Therefore, for the Russian Federation, the need for innovation should be covered not only by technology transfer and attracting foreign investment, but also to a greater extent through the use of creative ideas of national innovators to create innovative goods. It was found out that the current state of the economy of the Russian Federation not only does not correspond to the level of social needs, but is also unable to realize the existing potential of self-development. The main reason for that condition is the unsatisfactory level of commercialization of innovative developments and the backwardness of production technologies. It is proved that in the current situation, it is much more promising for the Russian Federation to develop its own innovative enterprises, whose activities would take into account the needs of the consumer system, but the product itself was interpreted with special characteristics. It is determined that the process of introducing innovations into the activities of economic entities must be carried out not only in the context of using certain experience, but also at the same time take into account individual creative ideas that can be perceived by the consumer system.

Abstract

The study shows an importance of creative industries as a driver of sustainable development, and reveals their role in the national economies of the leading countries in the world community. The article presents factors and consequences of the impact of the COVID-19 pandemic and the subsequent lockdowns on the development of creative industries. There is an analysis of the state with the creative sector of the national economy under conditions of the epidemiological crisis. It was emphasized that in crisis conditions, the state support measures are becoming priority areas of creative industries. It is determined that creative industries are the actors of modern transformations of the economy and business, adequately responding to critical changes and contributing to stabilization and sustainable economic development, growth in the quality of life and well-being of society.

Abstract

Nowadays the Republic of Turkey implements an active foreign policy with active using of institutions and instruments of economic diplomacy. The purpose of the article is to determine the most effective institutions of economic diplomacy in Turkey using rating methods, as well as their ranking in proportion to the impact of the activities of the institutions on the formation and regulation of economic relations of the republic with various subjects of the world economy. As a sampling frame the authors took, both the state organizations and private associations differing in their fields of activity (from organizations that ensure the implementation of state programs and support measures, to sectoral business unions, from ministries to credit and financial organizations), in order to analyse the actors of economic diplomacy in this country as detailed as possible. They provide brief background information for each institute. A range of factors is used to assess the effectiveness of all chosen institutes. It consists of eight main and three additional ones: the number of negotiations with foreign partners, agreements signed, international events held, representation abroad, participation in the work of international organizations, the number of existing initiatives, the amount of financial support, the number of publications; in addition, event analysis mentions in the media (according to information from the largest news resources – Hürriyet, HaberTurk, Anadolu Ajansı). Among those factors there are both quantitative and qualitative factors determined by the author. Based on the assessments, the final rating of the effectiveness of the studied actors will be compiled and the characteristic features of economic diplomacy in the Republic of Turkey are also to be highlighted.

Abstract

The article considers the prerequisites for the formation of the strategic planning legislation in Russia, taking into account the specifics of the current state of the economy and social transformations due to the emergence of new forms of using digital technologies, including in the field of education. The importance of planning as a component of any management system is noted, a brief overview of budget planning in foreign countries is given. There also is an analysis of the early legislation of the Russian Federation on forecasting, as well as an assessment of the effectiveness of its use and the effectiveness of the implementation of documents issued in accordance with the Federal Law of July 20, 1995 No. 115 “On State Forecasting and Programs for the Socio-Economic Development of the Russian Federation”. The author gives a brief analysis of the prerequisites for the legislative initiative of the Government of the Russian Federation on the submission of the draft Federal Law of June 28, 2014 No. 172 “On Strategic Planning in the Russian Federation” to the State Duma. An assessment is given of the main stages of the passage of the considered normative legal act through the legislative authorities. Judgments are made about the conditionality of the adoption of the law by geopolitical events on the territory of the former USSR. The article considers the main terms and definitions fixed in the Law on Strategic Planning in the Russian Federation and makes an analysis of the list of strategic planning documents set in paragraph 3 of Article 11 of the Law on Strategic Planning in the Russian Federation. An assessment is made for the place of the State Automated System “Management” in the framework of the activities of subjects of strategic planning. Furthermore the author overviews the recently passed by laws in the field of strategic planning. In particular, an assessment is made regarding the content of Decree of the Government of the Russian Federation of 06.10.2021 N 2816-r “On approval of the list of initiatives for the socio-economic development of the Russian Federation until 2030” and the Unified Plan for Achieving the National Development Objectives of the Russian Federation for the period up to 2024 and for the planned period until 2030, adopted by the Government of the Russian Federation on 01.10.2021.

Abstract

New, previously unfamiliar to mankind global challenges and systemic crises (technogenic, biogenic, sociocultural, environmental), cyberterrorism and ideological extremism, deep contradictions, growing instability and uncertainty that the world faced at the turn of the 20th – 21st centuries, along with emerging the new geological Anthropocene era, led to the urgent need to realize the importance of sustainable development and rethink the role of education (including the humanities). UN Secretary-General António Guterres recently spoke of a growing catastrophe in the field of education. The independent authoritative International Commission of UNESCO stated that certain approaches to education have largely exhausted themselves, and in April 2021 formulated its updated goal – to show that in times of deep crises in health, social disasters, governance, economics and the environment – education should become regenerative: aimed at updating existing and restoring lost or damaged values and principles of education. The UNESCO global initiative in the context of rethinking the role of knowledge and education in shaping the future of mankind requires the creation in Russia of new scientific and research centers for sustainable development, which will form new ideas in the field of education and tools for their implementation.
