Abstract

The main purpose of the article is to analyze and determine the degree of effectiveness of state support for IT companies. To achieve those goals, the following were considered: the history of Russian import substitution, the history of Chinese import substitution, economic support measures. It also analyzes the economic results in the IT sector after the introduction of state support measures. Some measures were proposed to improve the current results of the projects.

Abstract

The article deals with the development of innovative “green” startups in modern conditions. Green technologies involve minimizing harmful emissions into the environment. Approaches to the development and application of environmentally friendly technologies in the modern world are becoming more relevant and in demand in the context of the deteriorating state of the global ecosystem, which leads to an increase in public interest in “green” start-ups.
However, the authors note that progress in the field of environmentally friendly technologies is accompanied by a number of issues that require the attention of governments and the adoption of strategic decisions in this area. Those are such issues as: institutional restrictions, financial difficulties and technological barriers, lack of ecological thinking among the population, high risks of introducing innovative environmental solutions, a small number of specialized digital platforms for innovative environmental start-ups. An integrated approach to the development of environmental start-ups requires the development and implementation of national and international strategies and programs of state support for the development of “green” technologies, the construction of an appropriate institutional environment that contributes to the creation of favourable conditions for the growth of “green” business, as well as the development of digital technologies.

Abstract

The paper presents an analysis of the mutual influence of the dynamics of factors demonstrating the innovation development in Russia. The key indicators defining the basic structure of the interrelations in innovation processes and characterizing the positive dynamics of the innovation activity level are determined. It is revealed that the studied period is characterized by structural homogeneity. It presents several econometric models of the process under study with a different set of regressors that adequately describe the actual data. The indicators are ranked by the strength of their influence on the level of innovation activity and the contribution of each in the total impact on the result is determined.

Abstract

The qualitative certainty of a mono-town, its distinctive and peculiar socio-economic environment, differs significantly from other cities and settlements, emphasizing the specific features of urban society inherent only to them.
The reasons for the appearance of mono-towns on the territory of Russia are different, for example, industrial mono-towns appeared during the development of the Urals and Siberia, and are related to the geographical features of the location and natural resources (minerals) of the territories, what was subsequently taken into account for the development of the national economy, but without regard to the social infrastructure and characteristics of the population of those territories.
The collapse of the USSR marked the beginning of a reduction in the number of mono-towns on the territory of Russia, dividing those territories into zones depending on their socio-economic situation: dynamically developing, with risks of deterioration and critical (complex). At the same time, the challenges of all single-industry mono-towns are the same – they are production, technological, and social issues. The continued existence and development of mono-towns comes to the fore, influencing the level of well-being and quality of life of the population.
The state’s policy in the field of cultural development and preservation of historical heritage, including mono-towns, is aimed, among other things, at strengthening civic identity, continuity of generations, strengthening traditions and customs, accessibility, as defined in Article 44 of the Constitution of Russia (paragraphs 1–3). It defines the accessibility of cultural values and goods, necessary knowledge in the field of education and information support.

Abstract

Digital technologies, including technologies using artificial intelligence, are becoming increasingly important in the current conditions of the personnel management development. They are implemented in various areas of personnel management, from personnel analytics and working with big data to individual HR-functions, such as staff selection and training, as well as the organization of the workflow and even the workplace. The article considers the current rate of use of artificial intelligence in personnel management in Russia and predicts further expanding for the use of those technologies.

Abstract

Based on the study of foreign and Russian practices, the article considers the mechanisms used in processes of the innovation policy management. It gives their clarifying understanding and also shows their role in the implementation of innovative changes. Following the documents of the Organization for Economic Development and Cooperation, the author proposes a classification of innovative mechanisms highligting the most common of them. At the same time, against the background of Russian innovation practice, the main components of the mechanisms for managing the innovation policy of countries such as the USA, Great Britain and Switzerland (acting as leaders in many areas of world innovative development) are considered, the advantages and disadvantages of those mechanisms are identified and the directions for improving innovative mechanisms in Russia shown.

The article reveals the application of the management process in a manufacturing company. It formulates the basic prerequisites for the implementation of the process approach, considers the subjects and objects of process management, as well as the process management system. Especially relevant is the application of the process approach in the management of a manufacturing company in an aggressive external environment.
The essence of the process approach is considered in the practice of the sales department of a manufacturing company and methods of building a business process are presented The article focuses on the description of the tools of the process approach, considers the issue of the cost aspect for the implementation of the process approach.

Abstract

A risk map is a tool, based on various information systems, that aims to identify the activities or processes at risk, quantify the probability of those events and measure the potential damage associated with their occurrence. That kind of map provides three valuable contributions to a Manager: integrated information about company overall risk exposure, summaries of the total economic value of the risks assumed at any given time, and tools to study those sources of risk. The risk map is implemented in a graphic interactive dashboard, similar to an information panel, able to emphasize abnormalities or deviations; it also allows the user to navigate trough all available data at different levels of disaggregation (drill-down). Concerning the company’s financial worries, the map helps to track of the key vulnerabilities – such as increases in the levels of overdue debts or exposure to a particular category of customers – and, in that sense, it can support the development of concrete strategies aimed to prevent financial failure. The paper extends previous evidences from banking and offers a meta-model of risk in non-financial firms, and a map specifically designed to monitor the key processes that lead to the events of insolvency and financial failure.

Abstract

Modern international relations require additional sources of influence, as well as different ways of their development and application. One of the sources is public diplomacy, which has many formats and is used by various actors in world politics. The evaluation and management of its tools is aimed at implementing a comprehensive diplomatic strategy of the state in order to influence the population of a foreign state, its political opinions and decisions. The issues of public diplomacy are receiving more and more attention in the expert discourse. Analysis and identification of the most effective methods and technologies of public diplomacy in terms of achieving the set goals should also serve to clarify the features of its influence on political processes. The purpose of the study in the article is to substantiate the fact that public diplomacy is a state foreign policy tool in the format of communication channels for the interaction of the state with foreign societies for political purposes. The research methodology lies in the fact that in order to achieve the set goal and solve problems, dialectical and systemic approaches, general scientific methods of retrospective, situational, comparative, factor analysis, content analysis of scientific literature, economic-statistical, comparative, analytical research methods were used. The research approach is based on a comparison of the emergence stage of public diplomacy and the mechanisms of a new stage in public diplomacy – analyzing the influence of public opinion on the formation and implementation of foreign policy. In addition, an assessment is made of the effectiveness of public diplomacy tools, what, thus, contributes to the understanding that at present public diplomacy serves as a means not only to establish relations between foreign societies, but also to promote the foreign policy interests of the state. As a result of the study, it is shown that higher education is one of the most successful tools in the practice of public diplomacy.

Abstract

The article discusses the role of the Belt and Road Initiative as a mechanism for transregional cooperation used by the PRC to adapt to modern changes in the world economy. The features of the initiative development from the moment of proclamation to the present are considered to outline comprehensive understanding of the initiative role within the contemporary changes of world economy. Particular attention is paid to the various economic ties between the participating countries that they are building with the PRC as part of the project initiative. The article concludes that the role of the PRC transregional initiative is the framework to shape a complex of regional and transregional ties in various fields between Asia, Africa and Europe.

Abstract

The review discusses the preliminary results of the all-Russian campaign (Economic Dictation) held at the site of the Faculty of Economics of the Russian State University for the Humanities (RGGU) to improve the economic literacy of the population and aimed at popularizing economic knowledge. The interpretation and coverage of the event is made also in a historical context, what allows to identify the role of traditions in modern educational technologies and productively use an interdisciplinary approach in their study.
