Business development management
The article reflects strategies and methods that ensure the efciency and performance of managing existing business processes in small and mediumsized enterprises through the use of digital technologies and digitized data. It analyzes in detail the UK’s experience in developing digital transformation poli cies for small and medium-sized businesses. The relevance of the study is due to the fact that in the 21st century it is a strong economic system that determines the stability and well-being of modern states. Today it is impossible to imagine a market economy without small and medium-sized businesses. In conditions of global instability, the experience of Great Britain is of particular interest, which, after more than forty years of membership in the European Union, decided to withdraw from the union and since then has been in search of new optimal models of internal and external functioning. Taking into account the qualitatively new stage of development at which the United Kingdom is now, as well as the challenges such as the consequences of Brexit, the COVID-19 pandemic, world trade wars, rising energy prices, etc., the analysis of development management and the role of the digital transformation of small and medium-sized enterprises on the example of Great Britain can be of applied use to research economists and government ofcials in the process of implementing appropriate measures in other countries. The research methodology includes a set of general scientifc methods; historical, logical, comparative, graphic and statistical. An assessment of the impact of the innovative small and medium-sized enterprises on UK economic growth was formulated. That served as a basis for the short-term prognosis building in the development of the latter. Scientifc innovation consists in a comprehensive study of strategies and methods that ensure the efciency and performance of managing existing business processes in small and medium-sized enterprises through the use of digital technologies. In particular, the author analyzes programs aimed at developing innovations and their introduction into the real sector of the economy. She studies the UK’s experience in implementing digital transformation policies and assesses its impact on economic growth. Based on the results obtained, a shortterm forecast of trends in the level of economic sustainability of innovative small and medium-sized enterprises is made. The information base of the study was offcial documents and reports of the UK government, especially the Department for Business, Energy and Industrial Strategy, the Department for International Trade, the Ofce for National Statistics, UK legislation and regulations, analytical materials of the international consulting companies “McKinsey and Company”, “Boston Consulting Group” and “Bain and Company”. Reviews of the world trade statistics of the WTO, monographs and scientifc articles of Russian and foreign specialists, as well as resources of the global Internet.
National development priorities
The labor market, like any other market, is influenced by the economic situation developing in the economy. At the same time, its condition, key fgures characterizing it, serve to brightly indicating the general socio-economic state of society, and to signal the emergence, deepening and increase of various issues associated with the growth of social tension in society. The paper summarizes various approaches to the defnition and characterization of the labor market, it also gives a comprehensive analysis of trends, magnitude and dynamics of changes in various factors affecting the current state of the labor market, the specifcs of the employment distribution among the population and the direction of transformation of the labor market. The considered aspects and factors radically change the traditional relations that have developed in the labor market. The changes taking place in the labor market affect both working conditions and, directly, working practice, changes in which are manifested in the disappearance of certain professions and the emergence of new ones, what, on the one hand, can lead to multidirectional fluctuations in the unemployment rate, and on the other hand, to an increase in the qualifcation requirements for potential employees. The current situation presupposes the adoption of urgent measures for various economic agents to organize their coordinated activities in order to control and regulate the relationships developing in the labor market wherein the determining role is assigned to state authorities.
The paper discusses the evolution of business education processes in the system of corporate human resource management. It highlights modern approaches to the development of various competencies of their employees in the context of digital education transformation. Authors define that some corporate educational centers of the largest Russian companies prefer to use online resources in training programs. The distance format of employee training allows to optimize costs, to increase the number of employees trained at the same time, regardless of location, at any convenient time. An analysis of the corporate educational platform structure for a Russian telecommunications company was carried out, the main trends and innovative tools used in the learning process were identified. The key vectors are outlined for the development of corporate human resource management using modern digital technologies in terms of environmental requirements changes.
Modern aspects of management
The article puts forward a hypothesis about the four fundamental foundations of the technocratic utopia of A.K. Gastev – new geography/urbanism, economics/fnancial capital, labor and culture. The greatest attention is paid to its economic foundations. The author analyzes the place and connections of the elements of A.K. Gastev’s utopia with the works of R. Hilferding, A.V. Chayanova, P.A. Kropotkin in a cultural and historical context.
The article discusses the issues of reformatting the existing international monetary system (IMS) by highlighting digital assets and, frst of all, the digital currency of the central bank (CBDC). In the medium term, the prevailing trend is the implementation of the scenario of the dominance of the CBDC in relation to cryptocurrencies as likely representatives of the class of private money, which is explained, frst of all, by the need for the world elites to mobilize state institutions of developed countries in the context of geopolitical shifts taking place in the world. However, the issue of long-term dominance of either centralized or private money is still far from being resolved. As part of the recognition of the leading role of Central Banks, the general idea of the interaction of those two types of assets is that Central Banks should use the technical advances in cryptography to provide a rich and diverse monetary ecosystem. The launch of a pilot program for the introduction of the digital dollar indicates that the movement towards the digital dollar has already become irreversible, and the very introduction of the digital dollar in the near future can be considered as crossing the point of no return to the current IMS.
In the present conditions, the innovative activity of enterprises determines the economic growth and development of the country The complexity of managing modern innovative projects is ever increasing. Therefore a modern manager needs, among other things, the right approach to the composition of practical methods of project management. The availability of an appropriate management system is essential for the effective operation of the enterprise. The use of modern and technological software in management of innovative projects is a progressive way to develop the innovative potential of an enterprise. Within the framework of the article, the author considers approbation practices and specifcs of the Jira software, which was introduced into “Vetroparki FRV”. Special attention is paid to evaluating advantages and disadvantages of the software and to the analysis of analogues available on the market. The study raises a number of issues, such as an analyzing the possibility of using the software after the developer company leaves Russian market. As part of that analysis the article considers an experience of practical application of the software at a number of Russian home companies, as illustrated by the example of the company “ConsOM SCS”. As a result, it was possible to assess the impact of the introduction of the software, its results, the results of practical implementation in comparison with similar work that was carried out in the company “Vetroparki FRV”.
The issue of preserving the health of workers is one of the priority areas of production development in Russia. The need to transform approaches to ensuring safe work has predetermined changes in labor legislation, which have been gradually implemented over the past few years. Many scientists have been trying for centuries to solve the issues of safe work and maintaining the working capacity of personnel. Nevertheless, the losses from occupational injuries are still signifcant both socially and economically, not only in Russia, but also throughout the world. In the context of global challenges for the last few decades, a signifcant increase in labor migration has been noted. The main donors of international migration for Russia remain the CIS countries, whose economic difculties have formed labor flows against the background of rising incomes and economic growth in Russia. The main goals of migrant workers are related to the normalization of living conditions: the availability of work and earnings, the possibility of access to medical care, education and housing, the availability of quality food, etc. As a rule, most labor immigrants have medium and low qualifcations and are accustomed to different working conditions and work organization. That is why the main attention today should be paid to proactive measures for the prevention and prophylaxis of injuries at work, the preservation of the health and well-being of personnel, the formation of a culture of occupational safety at work.
International experience
The article provides an analysis of the role of small and mediumsized enterprises in Armenia. It reveals the specifcs of such entrepreneurship in Armenia and its scale. The analysis of the development of small and mediumsized enterprises in Armenia is given against the background of a detailed description of the state of the country’s economy. Thereupon features of the Armenian economy, its strengths and weaknesses are discovered. The spheres of the economy where small and medium-sized enterprises are particularly effective are noted, as well as its geography in certain regions of Armenia. The impact of such entrepreneurship on the competitiveness of Armenia is also disclosed.
The article studies in detail the role of individual methods of financial support for small and medium-sized enterprises, reveals more successful and less successful methods for Armenia. Particular attention is paid to Armenia’s economic development in 2022 in general, and Armenia’s relations with the Russian Federation in particular. The author showed that soon after a slight decline in mutual trade and economic ties in the spring of 2022, the intensifcation of the Armenia-Russia dialogue began quickly. In turn, that had a very positive impact on economic growth in Armenia in 2022. According to the author’s forecasts, Armenia and Russia have a very good potential for cooperation, which will be mutually benefcial for both countries.
Legal aspects of management
The article discusses changes to the current tax legislation regarding tax incentives for the IT industry, which allowed companies in the high-tech sector to develop their activities and maintain employment in a crisis and amidst the sanctions pressure. It analyzes the conditions under which companies can apply for tax benefts, cites contentious situations, proposing ways to resolve them. The article also considers the general issues of modernizing the current legislation governing the provision of tax benefts to various categories of taxpayers, raises issues of optimizing the system of tax benefts, and analyzes controversial situations related to the provision of tax benefts.
Scientific life
In today’s unstable, rapidly changing world, scientists are making a signifcant contribution to the search for ways to improve the efciency of the Russian economy. At the regular 5th Gastev Conference, studies by scientists and practitioners from different cities of Russia were presented. Gastev Conference traditionally attract researchers from a wide variety of felds in scientific knowledge. The topics of the reports concerned historical and cultural concepts, sociology of labor, legal, economic and managerial approaches, improving the effectiveness of marketing and the high- performance sports.
