Social potential of regions. Analysis of dynamics in Uzbekistan

Abstract
The article considers the theoretical foundations of the “social potential” concept and its structure, analyzes international and national methods for its assessment, and studies the dynamics of the social potential of Uzbekistan’s regions in 2015–2023. Based on statistical data and reports (State Statistics Committee, World Bank, UNDP), it reveals key issues and proposes measures to strengthen the social potential of the regions. The authors consider the theoretical essence and structural components of the concept of “social potential”, including demographic, educational, economic, and institutional aspects. Based on data from the State Statistics Committee, the World Bank, and UNDP, they study the dynamics of poverty levels, healthcare, education, and quality of life indicators by region. Special attention was paid to interregional disparities, identifying key challenges in underdeveloped regions such as Karakalpakstan and the Fergana Valley. Modern international and national assessment methods (HDI, MPI, HCI), as well as policy directions for equalizing living conditions: human capital development, employment promotion, targeted support strengthening, and monitoring improvement, are presented. The work emphasizes the need for balanced development and institutional reforms that can ensure the full realization of each region’s potential and the achievement of sustainable development goals. The research results are of practical importance for government bodies, researchers, and international partners.
