Human resources potential as an important aspect of the development of the personnel management system

Abstract

The prevailing modern economic conditions in the external environment create issues for organizations. For competitiveness and success in the market, organizations must be flexible, trainable, and adaptive to changing conditions. One of the tools of enterprise management is effective human resources, which is included in the personnel management system. Therefore, the main task of the organization’s management is the effective use of human resources to achieve the goals of the organization, since human potential is the “foundation” for the development and long-term success of any company. The concept of managing people through the disclosure of their capabilities leads to the disclosure of the potential of employees as the potential of the enterprise. Personnel policy is a necessary tool in solving socio-economic issues in crisis situations, therefore, the relevance of its formation is an important issue in any enterprise. The experience and knowledge of employees are widely applicable in enterprises and contribute to the profitability of the organization, as well as to getting the social effect. The external situation in the world leads to the search for new directions in the personnel management system, incentive methods, targets, and effective use of resources. The organization’s development opportunities and financial performance depend on the decision made by the organization’s manager. The economic success of the reforms carried out in Russia depends on the effective development of the country’s industrial complex, in which the main factor is the relationship between the management of the organization and the employees of the enterprise. To attract high-level specialists, it is necessary to develop an effective human resource management system.
