На основе исследования зарубежной и отечественной практики в статье рассмотрены механизмы, используемые в процессах управления инновационной политикой, приведено их уточняющее понимание, а также показана их роль в осуществлении инновационных перемен. С опорой на документы Организации экономического развития и сотрудничества предложена классификация инновационных механизмов и выделены наиболее распространенные из них. При этом на фоне отечественной инновационной практики рассмотрены основные составляющие механизмов управления инновационной политикой таких стран, как США, Великобритания и Швейцария (выступающих сегодня лидерами по многим направлениям мирового инновационного развития), выявлены преимущества и недостатки этих механизмов, показаны направления совершенствования инновационных механизмов в России.

Based on the study of foreign and Russian practices, the article considers the mechanisms used in processes of the innovation policy management. It gives their clarifying understanding and also shows their role in the implementation of innovative changes. Following the documents of the Organization for Economic Development and Cooperation, the author proposes a classification of innovative mechanisms highligting the most common of them. At the same time, against the background of Russian innovation practice, the main components of the mechanisms for managing the innovation policy of countries such as the USA, Great Britain and Switzerland (acting as leaders in many areas of world innovative development) are considered, the advantages and disadvantages of those mechanisms are identified and the directions for improving innovative mechanisms in Russia shown.
